1998 Lexus GS 300 Fuses

My dad put a new battery inside my 1998 Lexus GS300 now nothing on the inside of the car works. Gas cap wont open the trunk wont even open, there's no gas in there so the only way it will start is if I get a jump.

It sounds to me like there is a fusible link or some fuses that are blown. I checked them ALL with a test light or a meter
