1998 Lexus ES 300 Repair Question

My car pulls to the left, also upon removing my foot from the brake pedal my steering wheel***** to the right and makes a popping sound

1 month ago I had the passenger side control arm replaced & was told that I needed to get alignment done. I had alignment done and noticed steering wheel was sitting @ 2 o'clock, I took it back & they rotated my 2 front tires and said that would fix the problem, my steering wheel is now sitting @ 11 o'clock and I have the issues stated in my question.

wow, you need another shop. the front end has an issue, no doubt causing all this mess. you need it re checked and properly aligned.
i would have the brakes checked too. make sure there is no caliper or brake hose issue.
