1998 Honda Civic Repair Question

Honda Civic Axle Problem

The speedometer works, then will drop to 20MPH and flutter. If the car is shut off, it might drop to zero, then work for a little bit, but always drops to 20 MPH and flutters. If I start the car and it is stuck at 20 MPH, I can disconnect the VSS and the speedometer will stay at 20. Is this a VSS issue or a gage cluster issue?

-Inspect and test the VSS, if okay time to open up the cluster and investigate-

Vehicle Speed Sensor (VSS) (A/T & M/T) On top left front of transaxle.
Vehicle Speed Sensor (VSS) (CVT) On top of transaxle

you should also inspect cluster instrument
