1998 Honda Civic Repair Question

Honda civic hood/bonnet won't release. Stuck down
Hood kept springing up, so gave it one hard slam down.
now it won't release. Cable and safty latch working fine.
I've had to cut out the front plastic grill for access, but I can't see the workings to enable me to free it?

Look at the cable and where it goes. Tug at it to see if it releases. Get a helper to press lightly on the bonnet while you try to pull the cable.
Release is behind the latch and not easily seen from front.
