1998 Honda Accord Stuck vehicle speed sensor

I am trying to replace my vehicle speed sensor. The one bolt securing it has been removed. Tried pulling on the sensor but won't budge from the housing. It spins within the housing as much as the arm will allow. Did I miss a step for removing this thing? I also tried putting it in all the different gears but no luck. Please help.

Squirt some penetrating oil around it and if you can use pliers then wiggle it and twist and pull up at same time.

You might try it when the car is cold as well not hot or warm.

Thanks you for your help, I got it out. I squirted some WD-40 and twisted and pulled but no movement. I then put a flat heat screwdriver beneath the arm nearest the body and gently pryed it up. The arm rib cracked a bit but it finally popped out.
