POLICE INTERCEPTOR RUN FINE ON THE HIGHWAY, OVERHEATS WHEN I SLOW DOWN OR STOP

Will run at 60MPH all day no problem, if I have to stop at a light it starts to run hot, cools back down as soon as I can get moving again, first the A/C blows hot at the light then the eng. Starts getting hot. When it gets to the red the fan kicks on for about 20 secounds and it cools somewhat but not to operating temp I have to drive it 40 MPH or faster to maintain operating temp. No antifreeze comes out and the level stays fine, when it gets real hot I turn the heater on full to help it not get so hot so fast however I live in Florida and its bruttal. At operating temp stoped at a light it takes about two minutes to hit the red as soon as I can get back up to 50 or 60 mph it comes right back to normal operating temp. Thank you
