1998 Ford Expedition Repair Question

The shifter in my 98 expedition is moving to the "P" position but only occassionally engaging and able park the car. Most times I can not start it in "P", I have to start it in "N".
At times, when I park I have to put on the Emergency brake to make sure the truck doesn't roll. When I turn the key to start it, I have to shift hard into "P" or start in "N".

the cable may be bad or the bracket is loose under the dash by the column.
