how to test the lift pump(fuel) on a 98 Dodge 2500 6.9 cummings diesel

That should be an electric pump and you should hear it running when you turn on the ignition switch. According to my friend who has a few of these trucks, the engine will run if the lift pump fails but it will eventually take out the injector pump. I can't say if that's true or not or if his second failure was just coincidence.

Try what I did. Pull Both batteries loose for about 10 minutes. Reset the ECM and see if it starts.

Absolutely correct, lift pump will take out injection pump over time assuming you have a 24 valve. If so, plan on both, yor friendly Dodge dealer does not offer the original lift pump anymore, only a conversion to the tank but outside diesel parts suppliers do.
