1998 Dodge Ram Instrument Cluster Gauges On 2500 Jumping Told That Needed New

The instrument cluster gauges on my 1998 Dodge ram 2500 are jumping. Was told that it needed a new pcm. Put a new one in and nothing. Everything was the same. Can someone please give me any ideas on what can be wrong?It did throw 2 codes. 940 and 999. Thank you.
