98 dodge intrepid 3.2 scan codes 300,306,340. the car turns over but will not start. cam sensor shows 9.12 volts at plug

300 and 306 are misfire codes. the 340 is regarding an O2 sensor problem. Are you getting spark and fuel to the engine?
