Motor has weird sound , Include video.

Weird motor sound http://www.youtube.com/watch?v=fdiS4sketxQ Car is a Dodge avenger 1998 v6 2,5L with 190,000KM on it ( 118,750 miles ) Runs good , idle correctly and service engine light OFF. All gages are correct. On that video i just press the gas a bit and let go, i dont keep my foot on it.

That's not an internal engine noise. It sounds like something related to a pulley or the serpentine drive belt. Look for a plastic splash shield that is out of position and rubbing on the crankshaft pulley. If you don't see anything obvious there, remove the belt and see if the noise is still there.

I found out where the sound comes from , But i dont know much about engines ( always willing to learn more ). This is the part that does the sound

That plastic cover can be unbolted. It is just a shield to keep fingers and pebbles from getting into the belt. Check if something is lodged in there or if you can see signs that something was rubbing on that cover. Look for a shiny ring worn onto the pulley. That would be evidence of something rubbing on it and wearing off the paint.

Problem was found , Not enough fluid in power steering reservoir.

Dandy. That sure didn't sound like a power steering problem but there's no arguing with success. Any idea where the fluid went?
