How do I fixed a dianoistic connector when it wont produce a code or turn on?

check fuses for cigarette lighter. most common failure

My cigarette lighter works but the board that my rear wipers and rear defrost is on had shorted out, so I had unplugged it. Would this have any affect on the diagnostic connector? Also my horn and cruse control don't work.
