Why does my brake pedal travel too far even after rebuilding the front brake assy's?

Replaced both rotors, calipers, pads (all necessary replacements), bled the front brakes. Tested the vac. booster, with engine off, by pumping the pedal to remove residual vacuum. Holding the pedal, starting the engine, pedal travels almost to floor with moderate pressure (although brakes do engage well while driving, the pedal travels too far- is not firm).
I hear the "whoosh" sound around the pedal/ firewall when pressing the pedal, but the other answers I've read only indicate the booster is bad if the pedal doesn't move slightly when starting. What if the pedal moves too much- is the booster bad, and will replacing the booster restore my pedal?
