How do i put on a new serpanteen belt

The info I looked at was for 3.1 and 3.4L engine. You use a racket or breaker, proper size drive, in the tensioner pulley cut-out. Pull to release tension on belt. Note the diagram.

Just to add, my info says it is a 3/8 cut-out.
