My brake lights are working intermittently. Mostly the little top light in the center (third brake light?) As well as the the left (Driver brake light). My cruise control also is intermittent and if I turn the wipers or turn signal on it 9 out of 10 times shuts off the cruise. I've replaced bulbs and looked at fuses, all seem good. What gives?

Well that didn't work, did it?

As far as the brake lite, I'd have to check the voltage circuit. Any applicable fuses, use a voltage tester on the fuse circuit.

My '98 had the same problem with brake lights. Turned out to be a defective turn signal switch. Switch is deep behind horn, airbag etc. Need special puller to get at it. Might as well replace the hazard (4way)part that connects to the switch also. Not a cheap repair. Have a pro do it. As far as the cruise. My cruise just started doing the same thing today as yours is doing. Works fine (when it works) or doesnt work at all. Haven't tried to see if using the wipers or turn signal triggers the problem.I had a regal who's cruise quit working.A new transducer fixed the problem.

Usually the high-mount brake lite isn't wired through the turn signal switch.
