1998 Chevrolet Camaro Service Engine Soon Light On Went Plug Pocket Scan

I have my "service engine soon" light on and I went to plug a pocket scan reader in and when I turned the ignition to the on position the scanner did not turn on. I tried the scanner in another vehicle and it worked fine. I have no idea as to why my car won't turn the scanner on. Any ideas or thoughts would be very helpful?
