1998 Riviera ignition problem

i have a 1998 Riviera and when I turn the key all the systems turn on but the car wont try to start. I have to keep turning the key at leat 20 times to get the car to start. Is this an ignition switch problem?

The starter wiring diagram is below. There are several possible issues. One of which is your security system. Another could the neutral switch. When the problem occurs, use a voltage tester at the crank fuse, key in crank position, the fuse should be hot. If it is, the problem isn't the ignition switch.
