I am working on a 1998 buick regal LS, I have taken the water pump off. The part that the water pump bolts to is called what? And is there a gasket between that part and the engine block? and if so how does it come off?

That is the front cover and yes, it has a gasket. Removal entails removing all the bolts holding it and the crank pulley.
