Why dose my drivers side blow cold air and the passengers side hot?

When I term on the heater the passengers side blow out hot air. But the drivers side dose not blow hot air out. Sometimes when I hit a bump my fan starts to make a loud noise and to get it to stop I have to turn the heater all the way off. We have changed the cabin air filter.

Could be a vacuum or an actuator problem-open it up and investigate
