Doesn't change gears to third

Toyota Corsa (Tercel) with AT doesn't change gears to third after reaching 40 km/s. ATF & Gear Oil changed. Where to look for possible solution?

I'm driving a Toyota Corsa 1997 (EL510164619)
It's equivalent to the Toyota Tercel
Engine is 4EFE with ATM

Due to driveshaft-issue car has stood still for about 8 months
Driveshaft change was successful and motor starts fine. ATM is not shifting gears smoothly.
technician recommended filter change and also assumed possible dirty valves.

Have th is scanned by a trans guy, you may have a solenoid that is not working or a clutch has gone bad with a seal or clutch it self. If fluid is dirty brown color then suspect the larger problem. Otherwise it can be anything really.

A bad clutch seal, valve body problem, bad clutch which would mean it would need to be torn apart maybe a rebuild.
