How do I troubleshoot the starter not turning after engine removal and repair?

Hi, 97 Subie with failed head gaskets. Car sat for 1 year garaged waiting to be repaired. During that time battery died and security system siren was "clicking" Battery was removed, recharged and tests OK. Finally got around to repairing engine, didn't touch the wiring to the starter. Only engine control wiring was dissconnected for removal and all has been verified re-connected. The car has lights, horn, radio ect. But when the key is turned to the start position the only reaction is a click that sounds like a relay under or behind the dash over near the glove box. The starter dosen't turn, the headlights do not dim when attempting to engage the starter. It seem's that no juice is reaching the starter motor. I'm thinking it's the security system. Any ideas would be apperciated.

It could be the security system. Does it have a starter disable feature? On the Subaru Lagacy Outback, with a manual transmission, the starter interlock relay is located under the left side of the dash. The security interlock relay is in the same area. On manual transmission vehicle, check the clutch position switch on the pedal.

Use a test light or multimeter to verify the starter is receiving power. On the starter, there is a spade lug. This is for the starter solenoid. Use a flat screwdriver to jump between this terminal and the main cable lug. Make sure the trans is in Park(A/T) or Neutral(M/T) and the parking brake is firmly set. If this doesn't turn the starter, the starter or the solenoid is bad.
