1997 Subaru Outback Car Will Start Key Turned Supply Power Directly Solinoid

The car will not start when the key is turned, but will start if I supply power directly to the solinoid. Also all the door locks will not work on any door? All the fuses are fine.

Manual or automatic transmission?
Is vehicle equipped with factory security system?
How were the fuses checked? Were they tested for power supply ( fuse # 11 for power door locks)?
