What is causing a coolant temperature gauge malfunction?

The gauge is reading hot quickly and bounces around rapidly. I replaced both of the coolant temp sensor/sending units, nothing changed. I checked the gauge, unplugging it reads cold and grounding it reads hot. The engine is not getting hot, the radiator cap is brand new.

It was also replaced same time as the coolant temp sensors. Just drove it, the gauge needle move along with any electrical devices, it moves up/down with the blinkers simultaneously, up/down with heater fan on/off, head light also. Must be a ground short, will run a new wire.
