Starting problems

Replaced the fuel pump. When starting it requires three to four times turning the igniation switch off and on to prime the system. After which the engine will start. The manual states that the ECM will only run the pump for five seconds. So I am under the assumption that I must recycle the switch three or four time, it is pressuring the fuel system. What could cause the bleed down of the fuel pressure? No leaks noted.
