have 1997 grand marquis with what looks to be black soot around the top of fuel fill neck.what would cause this?

would that cause a p1000 code if codes were just reset and car driven for short period.had codes p0171 and p0174.found pinhole in boot for egr solenoid.also cleaned maf sensor.no codes for them,so far.
