1997 Mercury Marquis Repair Question

Fill neck for fuel
Have 1997 grand marquis with what looks to be black soot around the top of fuel fill neck.what would cause this?

Inspect gas cap and seal
replace as needed

would that cause a p1000 code if codes were just reset and car driven for short period.had codes p0171 and p0174.found pinhole in boot for egr solenoid.also cleaned maf sensor.no codes for them,so far.
