Would running a power cable straight from battery to starter a good way to test?

My 1997 jeep cherokee sport 4.0 2 days ago started dogging down when I was starting it. The next day the starter would not engage at all I replaced the battery thinking that it was bad and this did not help. Is it the starter or something electrical?

You need to make sure the battery has a full charge and the connections are clean and tight. I haven't looked to see if you have a security system that would effect your starter? Any starter testing, you need to be sure the tranny is in park or neutral and the e-brake is set. I'd do the testing at the relay, where applicable.

Diagram below for part of starter circuit. If you unplug the relay and use jumper wire across terminals D10 and D14, the starter should crank. Notice the fuse. Again, make sure the tranny is in park or neutral and the e-brake is set.
