I have a 1997 Honda CR-V that stalled while driving. When I turn the key the car doesn't start, and neither the radio nor the dashboard light up.

I researched online and found it was involved in a recall, and was fixed a few years ago. Could it be possible that the ignition switch needs replacement again? If so, what parts would I need to replace?

Yes its possible, also posskble are blown fuses, and loose connectors and or ground/power wires lose or corroded.

You most probably need to replace the ignition switch again. Parts do not last forever and can breakdown due to age and wear and tear over time.
