1997 Honda Civic Hi There Clutch Assume Start Car Esp Really Cold

Hi there-
I have an issue with my clutch (I assume). When I start the car (esp when really cold outside it seems), sometimes it won't go into gear at all. Also the clutch pedal will sometimes "stick" down to the floor and I have to pull it up.
This is my first standard and I'm a little clueless, so thanks for your help!

DOES THIS THING HAVE FLUID IN IT?
