Could be a fuse or bad connection

Also is scanner powered or does it need port for power?

All fuses under dash good power block fuses all good too, unit is powering up and then reads error. Whats next?

I'm not sure I'll check in the morning. It was a total long block swap and it went really easy, too easy. I dont know if it helps or matters.
