1997 Ford F 150 Blower Fan Wont Shut Off Causing Drain Battery Also Speedometer

The blower fan wont shut off at all causing it to drain my battery. Also my speedometer quit working

As far as your blower motor, if vehicle build date is after 6-24-96. The wiring below should apply. The fuse that says hot in run, with the key off, ch eck for voltage on the that fuse circuit, shoulnt be any. If there is, have to check feed from ignition switch. If that checks out ok, have to blower motor relay.
