97 sebring jxi recently replaced powersteering pump, belt, and pully, ball joints tie rods, brakes(frnt). After a month with no problems start car to drive i have no powersteering( fluid full) then after 10min driving/turning etc powersteering works but frequently when turning pwr-steering again goes out, also while this happens screetching noise comes and goes. when snow and ice its worse with the noise, and when i apply brakes whether i am driving 5 mph or 45 mph the screeching noise gets bad and my brakes and interior lights etc dim and a loud surging noise comes from under the hood where the screeching noise came leaving me with no brakes/steering and all power being drained, i litterly have shut down car and restart???

The dimming lights and noise suggest the serpentine belt is loose. That will also cause an intermittent loss of power steering. Depending on which engine you have, the spring-loaded tensioner pulley could be rusted tight or the belt could be not adjusted tight enough.
