1997 Chevrolet Venture 97 Chevy Van Wont Start Lights Radio Come On Turn Key

I have a 97 Chevy venture van, and it wont start. the lights, and radio come on when I turn the key but the engine is not making a sound. I tried to get it jumped, and after about 15 min. it only made a quiet clicking sound and then it would start to smoke ( the smoke is white) from the engine. The alternator, battery and starter are less than a year old. When I looked under the hood I did notice that it was really low on oil and there was no anti-freeze in the radiator reservoir, I add fluids to both just in case.
