1997 Chevrolet Tahoe 97 4x4 Transmission Trying Get Bottom Before

I have a 97 Tahoe 4x4 with a transmission issue. I am trying to get to the bottom of the issue before I spend a lot of money to fix it. For a long time the transmission will not shift into 3rd or overdrive. I would just use it for short trips to the store. The truck would not go above 17 mph. I have been told that the gears are burnt out on it. But the last time I drove the truck it shifted and I was actually able to go 40 mph. My question is I was wondering if there was some kind of servo or sensor that could be the issue? I had the transmission flushed about a year before this started. Fluid levels are good and it doesn't smell burnt up. Unfortunately the battery went dead overnight the last time I drove it and I haven't been able to get another one yet to see if it would continue to run up to 40 mph again. Thank you for your help.
