1997 Chevrolet Camaro • 140,000 miles

My mileage dropped in an obvious way, no matter how I drive I lose about 30 miles a tank. With no check engine light, I noticed also I lost power from my rear wheels ( car doesn't hydroplane anymore no matter how hard you I hut the acceleration) so I checked out my brakes and rotors and I noticed that the wheel is really hard to spin even in neutral, with car pt on lift its still hard with car off and left in neutral its still hard I don't think its suppose to be this hard to spin the wheel. Took the caliper off and tried to spin the wheel but its the same. Do you guys have any suggestions.
