When I try to start it, it wont even turn over

My Blazer wont always start. The battery has been replaced and the connections are good. When I try to start it, it wont even turn over, but will start right away with a jump. My mechanic suggested that I try starting it when it it is in neutral. I tried this but, no go. When I bring it to my mechanic, it wont act up and will start every time!

Check voltage at starter relay when problem is ongoing. Terminal 30 is hot all the time. Terminal 85 goes hot with key in the crank position. When relay is energized, the line with the arrowhead moves to terminal 87. Then there is voltage at the starter solenoid s terminal. Any testing, make sure the tranny is in park or neutral and parking brake is set. Any voltage testing, check the actual volt reading.
