Does the battery light on the dash turn on? If not, there's a break in that circuit between the instrument cluster and the generator. That's the circuit that tells it to turn on.

If you ever see that light turn on, that circuit is okay. Measure the voltage on the output terminal on the generator while the engine is running. It must be exactly the same as the battery voltage. If it's higher, there's a break in the wire going back to the battery. Look for a blown large fuse bolted in the under-hood fuse box.
