Replaced battery and starter but car still won't start.... It is getting contact because the lights , etc come on

Ignition switch or the Alarm module is Preventing the starter from turning.

You need to check that power is LEAVING the ignition switch when turning the key to crank/start position
and you need to check if the Alarm Module is "allowing" the voltage to go to the starter.
