I have a 1996 merc sable and both rear shock towers are rusted. Is there a repair for this?

Are they busted thru yet? I dont know if anybody makes a repair kit, cant find it on internet. But you can make 1 yourself or maybe have it done? I repaired this on a ford escort for a friend with my mig welder and some sheet metal. Coulda used pop rivets also.

A salvage yard might cut out some good 1's from a similar car and you just rivet them in?

IF this is actually repairable at all, pop rivets would not be acceptable to hold it together. This is an integral point of support for the whole body and would have to be repaired in a way that was structurally sound and in many cases is not repairable at all if too far gone already. I would get a professional to inspect it and advise you accordingly.
