I have coolant dripping from a hose every now and then. I clean the spot up and a day or 2 later there is a small amount of coolant back on the ground. I was wondering since I do have a couple of hoses on top of the engine that is going to the air intake that need to be replaced since there are hole with electrical tape on them. Could that be the problem. I do hear a light clicking noise coming from the engine as well.

Yes I would replaced the hoses with the electrical tape patch on them and check all the hose clamps to make sre that they are tight. Also the clicking from the motor is a separate issue and probably oil related. Is the motor oil full? Is it clean?

Yes it is full with oil but I was told that maybe I have a valve cover near the timing belt that needs sealed. Could that have anything to do with it?

No, I don't think so. That would cause an external leak and what you have is an internal issue.
