car wont start

have a 1996 jeep grand cherokee, car wont start, cannot get fuel gauge to work and volts do not register on gauge, tried to do a diagnostic with diagnostic tool, but it wont register anything, we think it may be the fuel pump in the gas tank

Is the starter cranking the engine over normally?

It wont do anything, it is not getting gas, we are concerned that we could not even do the diagnostic, although there is no code for fuel pump.

The fuel pump has nothing to do with the starter cranking and that is what I'm asking.
