Difficulty getting radiator fan to cycle on and off

I have a 96 Honda Accord DX 25th Anniversary Edition. The radiatior fan will not come on and is causing the engine to overheat. Afterwards, I replaced the switch located on the thermostat housing and that got it working then the fan turned off and hasn't functioned since. I have checked the fuses under the dash all of the fuses in the engine fuse box as well not to find any of the fuses being blown. After that I replaced the relay for the radiator fan with that not helping, the switch A located on the upper radiator hose housing and that was a genuine honda part that didn't correct it as well. Right now the only two things that haven't been replaced is the sensor below the distributor housing and the timer (AKA known as the radiator fan control module according to haynes automotive repair manual). Any help with diagnostics of the timer and/or wiring diagram would be of great benefit. The reason for the request is because despite all procedures given in the haynes repair manual there is no proven procedure to check the timer or is there any wiring diagrams in chapter 12.

If the engine temperature switch and the sensor has been replaced, all relays checks out-Problem could be coming from the computer controlled of the relays not activating it-
