I have replaced the thermostat and antifreeze/coolant what else could it be? I have also by recommendation of a friend unhooked both cooling fans (which ran constantly) this did not work the engine still does not heat up to the proper temperature.

your heater cold be partially plugged or you may have air in the system. Also a bad radiator cap will caue this. check your heater hoses and see if both are about the same temp when hot. If they are you'll need to check the actuators in the heater box to see if they are working correctly . i'll send a generic pic..

I am getting heat from the heater but the engine temperature does not go up more than just past the first line of the normal range.

what temp thermostat did you put in? if it wasn't 195 degree that may be your problem. Besides if it's at the range wher eit is now don't worry about it. Long as you get heat. your gauge or sending unit may be a littleoff as well.
