turns over but no gas to engine

1996 Chrystler Siebring. Just replaced fuel pump and filter. Now car will turn over but sounds a though no gas is getting to engine. Can hear fuel pump priming when I turn the key. I am checking fuel lines for leaks and checking for spark while I await your answer. Located p cock on fuel rail and no gas spurted out when I pressed valve. Obviously, I am not a mechanic. However I have replaced several fuel pumps on my other cars with no problems. I'm wondering if the computer on the car has shut down and not allowing the car to function properly. Any suggestion you could give will be greatly appreciated.

When you turn the key to on position, can you hear the pump run for 2-3 seconds? It should, if it does, cycle the key 3 or 4 times from off to on, wait 3-4 seconds in on position and repeat, this will charge the fuel rail, hopefully.

Yes, I can hear the pump run. Originally, I cycled the key several times from off to on like your saying. However the car would crank (tur over)but no hint of starting. I have dropped the tank and i am checking the fuel lines. Found that the pump had fuel in it but the filter didn't seem to have fuel in it. When I took the filter off, it seems bone dry. No gas smell or anything. I am in the process of putting everythin back together and i'll try your recommendations again. Would the fact that I have to jump the car off have any effect? Sould I charge the battery seperatly? I'll give you an update once I reinstall and try to start the car again

Make sure the filter is in right flows only one way. I would charge or replace the battery, you want the pcm properly powered.
