1996 Chevrolet Silverado One Owner Well Taken Care Had Oil Leak Timing Chain

One owner well taken care of had a oil leak timing chain cover replaced.It continues to leak. The shop has changed out the cover twice. Will continue to find the cause,but I wonder. Question is if the shaft for the harmonic ballance mikes out correctly but this is the source of leak what should the man do?

If you find the balancer to be have a goove or is bad then you simply replace it or put a speedy sleeve on it if it is gooved.
