Can I use Master cylinder 1999 Camry for 1995.

IF the part No for the master is the same it will be ok, but to be safe I would be purchasing a new master and not using a second hand unit, it will cost a bit more but second hand brake components that have not been used in a while have the potential to fail quickly and taking a chance with brakes is asking for trouble.
