When I press down on the acceleration pedal; it doesn't speed-up; it remains at 15 to 20 psi.

You asked me if the engine would free rev in neutral; yes it does. But it won't move fast when I press on the gas pedal. What is the problem?

If a manual a slipping clutch, if auto, low trans oil, faulty torque converter or clutch pack problem, if auto this will have to be tested first hand by a qualified mechanic.
