When I have my car in a idle position, and I put it in drive and floor it to try to take off, it kind of acts like it does not want to get out of second rpm, but if I let off the gas and let it build up speed then it will gain speed. Could that be my catalytic converter is clogged or is it something else?

You need to test to confirm what is wrong. Possibilities are aplenty. Have you checked for trouble codes?

No I haven't I was going to change the exhaust and manifold because I was upgrading both and maybe that would fix it

If the catalytic converter is clogged, replacing the manifold and exhaust is not going to help. You need to replace the catalytic converter.

Check for trouble codes first. I believe the problen should be related to the TPS, MAF or fuel pressure.
