I changed the starter in my 95 grand marquis and it still wont turn over
Turn lights on the dash go out until u turn the key back dont make any nosies when i turn the key

I need to start basic. Is the battery fully charged and the battery terminals clean and tight? Have you checked the ground from the battery to the engine block? Can you explaine the light issue? Do you mean the dash lights go out when you you turn the lights on? What happens when you turn the key off (back)?

when i turn the key over the dash light go out then back on when i turn key off

That sounds like a weak battery. Have you had it checked? Have you checked the terminals to make sure they are clean and tight?

battery terminals are clean but i have not checked the battery
