Honda Civic Check engine light Problem

I have 1995 honda civic ex the car will not pick up speed, just had catalick converter put on as well a throttle sensor and a tune up but the pcv valve never got changed could this be the reason the car take so long to pick up speed and barely goes to 30mph.

Have the ignition timing checked. Check the timing belt markings.
Check for trouble codes if the Check Engine Light is showing.
Ensure throttle opens fully when pedal is depressed, could be excessive slack in the cable.
Ensure pedal is not restricted by the floor mat from being fully depressed.
