1995 Geo Metro Repair Question

Smell gas fumes inside always, filled up car for first time sense purchase, in less than 5 miles over half the gas spewed out the neck

The tank venting system is not working, the tank is pressurising and causing the fuel to come out, get the EVAC system checked over, i feel that the problem will be here. The pic shows the vacuum system details.
